The ONLY way it works is if the land, or most of it, is legally assigned to the people living there, somewhat evenly distributed, with a vesting period so that the post Soviet oligarch grab isn’t as easy.
Folks can only sell half, so that some appreciation accrues to them, to offset the enormous increases in cost of living that would come from speculative activity.
Otherwise, you soon get another revolution.
As far as buying, good luck finding reliable TITLE.
