On February 5, 2026, South Korea hosted what officials described as a “landmark pandemic simulation exercise.” 

But this was not just a routine emergency drill. It was a coordinated rehearsal of a rapid vaccine deployment system built by the Coalition for Epidemic Preparedness Innovations, financed in part by the Bill & Melinda Gates Foundation, integrated with the World Health Organization, and originally launched at the World Economic Forum in 2017.

The stated purpose of the exercise was to simulate a fictional, never-before-seen deadly virus spreading rapidly through the population. Officials gathered regulators, vaccine researchers, and manufacturing stakeholders to walk through how they would respond.

The difference today is that rapid vaccine rollout is openly framed as national security infrastructure. That framing matters.
