This would be interesting. PHX, that is.
Not an area that EVER gets wildfires (in the valley, as they call it).
There were huge ones a decade ago up in Pinetop Lakeside, at high elevation. Lots of unpopulated pine forest there and dry in summer. Flagstaff had some a while back too. They have basically NO WATER to fight fires with.
PHX does get haboobs (dust storms) with derecho type winds. I might guess they’d put OUT a fire even.
Now, the Prescott area MIGHT be more susceptible. Ranch country, hilly, but scrub land mostly. And, yes, the cactus lands can burn (east of Tucson had small fires a few years back). IF they had water, they’d be a snap to put out. BUT THEY DON’T.
Last time I drove around the highlands SE of Flag, I saw lots of little stacked piles of dead wood, that looked like step 1 in fire prevention. But that was before the Dems took over the AZ statehouse (and US Forest Service). Watching closely, as I’m headed that way next fall.
