The motion to vacate is key.<\/p>\n

It\u2019s a privilege motion (supersedes all other business except adjournment) that takes only one movant. If invoked, McCarthy would need a majority of 218 to STAY as Speaker.<\/p>\n

This effectively neuters McCarthy. The original 20 have a pact that if McCarthy does anything outside his promises, they will vote to not retain and he\u2019s gone.<\/p>\n

The rest of the rules package would mark the first time HRC (Rules) would have independent authority from leadership in over 60 years\u2014good for accountability and the public.<\/p>\n

Process requires the vote for speaker to happen first, member swearing-in, then rules package; however, if McCarthy tries to back out of any concession, he won\u2019t have the votes for any rules package and we\u2019re back to a stall. Congress can\u2019t move without a rules package affirmed.
\nSource tells me (Jenna) the 10pm vote is likely going to see a consensus and McCarthy elected.
\nBottom line: With this rules package, the 20 have achieved an historic accountability oversight and check on leadership and the Speaker\u2019s power.
\nI would consider this a TOTAL WIN for Gaetz & Co<\/p>\n

Freedom Caucus will now control every single bill in House<\/p>\n
