\u201cI don\u2019t think the university gets to say, \u2018Well, we\u2019re imposing it just because Health Canada says we should,\u2019 because if that mandate ends up causing harm, then the university is complicit in that harm,\u201d she said.<\/p>\n
\u201cThey\u2019re partly responsible for that harm, and they can\u2019t completely absolve themselves of responsibility\u2014moral or legal responsibility\u2014just by claiming that they were following the orders of Health Canada or the government.\u201d<\/p>\n
