Nothing, superficially. Delving deeper, they are tools of federal oppression.<\/strong><\/em><\/p>\n<p>&#8220;<strong>An obvious common element of the three\u00a0tools\u00a0is the fear they engender:<\/strong>\u00a0of infectious death; of unchecked rioting and looting; and of gun violence.
