Putin and his government, despite Western beliefs to the contrary, are under no economic or political pressure, especially from the Russian people, to bring a quick end to the war. Russia is winning on the battlefield and there is nothing that the West can do to reverse the situation.  They are willing to engage in serious negotiations to secure a diplomatic end to the war, but not at the expense of sacrificing their military gains or leaving the Russian-speaking inhabitants to the mercy of a bunch of Nazi fanatics.
